David Hirsh’s practice concentrates on regulatory and business issues, with a particular emphasis on transportation, the development of efficient and productive commercial relationships within regulatory structures, and the management of transition in changing business or legal environments. He has represented public and private entities in a broad range of commercial, administrative and litigation matters, often working with leading economists and consultants in adapting economic theories to particular industries and legal frameworks. Examples of his diverse experience include representing public agencies in creating commuter rail systems; representing companies proposing and opposing mergers and acquisitions; representing industry coalitions in major rulemakings; and counseling and litigating on behalf of companies concerning rate, competitive access and antitrust issues. Mr. Hirsh also has broad experience in international trade regulation, having worked in the areas of import and customs regulation under U.S. and international law (GATT), including antidumping, countervailing duty, and escape clause actions, as well as tariff classification and multilateral and bilateral trade agreement matters.

Mr. Hirsh is admitted to practice in the District of Columbia and is a member of the Bars of the Supreme Court of the United States, the Second, Eighth, District of Columbia and the Federal Circuit Courts of Appeals, and the United States Court of International Trade. He is a graduate of Georgetown University Law Center (J.D., cum laude, 1983) and Brandeis University (B.A., cum laude, 1980).
