Richard Herzog is an advocate in matters arising before independent regulatory agencies, the Executive Branch of the federal government, and federal courts. He has defended nuclear power plants against claims of injury from radioactivity; defended a large producer of computers and software against monopolization and tying claims; and represented proponents and opponents of mergers and other strategic initiatives in regulated industries, including railroads, electric utilities, and health insurers. He has represented energy companies in a variety of regulatory matters. His engagements often entail extensive economic testimony and substantial issues in administrative law.
Mr. Herzog draws on his legal and managerial experience as Deputy Administrator for Policy and Assistant Administrator for Enforcement in the Economic Regulatory Administration at the U.S. Department of Energy, and as head of the National Advertising Division in the Bureau of Consumer Protection at the Federal Trade Commission. He received his L.L.B. from Harvard Law School in 1963 and his B.A. from Williams College in 1960, where he was Phi Beta Kappa and received Highest Honors in History. He has also been listed in Who's Who and Who's Who in American Law.
