Paul Cunningham concentrates on maximizing the opportunities and minimizing the risks that changing regulatory environments pose for businesses. His practice focuses on the design and implementation of legislative, administrative, judicial, appellate, and negotiating strategies to further the interests of projects and enterprises in regulated sectors of the economy. He has represented clients in a range of industries including transportation, energy, telecommunications, insurance, and water. Mr. Cunningham has been listed in The Best Lawyers in America for 2007 and 2008.

Prior to founding Harkins Cunningham LLP, Mr. Cunningham was the managing partner of the Washington office of Pepper Hamilton LLP from 1988 to 1992. Before entering private practice, Mr. Cunningham was staff counsel to the United States Senate Commerce Committee from 1972 to 1976, and from 1976 to 1978, he was special counsel to Consolidated Rail Corporation. He received his J.D. from the University of Washington in 1972, where he was the articles editor of the University of Washington Law Review, and he received his B.A. from Whitman College in 1969.
